FPPC Investigates Petaluma Council's 'Barnacle' During Launch of Rapid Climate Accelerator Group
Councilman Brian Barnacle failed to report financial interests for his consulting corporation, Outthink, LLC while leading the Bay Area RAPID Planning Team
Petaluma, California Councilman Brian Barnacle, Director, Program Strategy and Development, Building Decarbonization Coalition, is leading the RAPID planning team for the Bay Area’s RAPID Climate Accelerator.
Per the group’s website, they refer to themselves as: ‘community leaders and climate experts who are dedicated to implementing high-impact climate action now!’
Their mission is: driving emergency climate action at speed and scale.
Councilman Barnacle was an author of the RAPID Climate Action Playbook. The Playbook was developed by climate and business professionals who work daily with local governments and recognize the lack of action and frustration in trying to make a difference. The strategies are based on best practices, science, and countless studies that detail what needs to be done today. The first step is to declare a Climate Emergency, and once complete, the other 5 Core Strategies are the focus of regional action.
Although the RAPID Climate Accelerator website showcases photos and bios for their Board and Staff, I could not locate a corporate filing with the California Secretary of State. It is unclear whether this group is a corporation or nonprofit. The website footer indicates their mailing address is 2748 Adeline Street, Suite D, Berkeley, CA 94703, the same address as BluePoint Planning.
On November 14, 2024, the Fair Political Practices Commission (FPPC) issued me the following letter regarding the case opened on Councilman Barnacle. He obtained former FPPC Enforcement Chief Gary Winuk as his legal representative.
