Foppoli's Friends: The Names Never Mentioned & the Unseen Footage
The Santa Rosa Active 20-30 club denied enabling Dominic Foppoli’s alleged sexual misconduct, but the facts presented indicate otherwise
Former Windsor Mayor & sexual predator Dominic Foppoli appeared in a strange celebratory video of 20-30 Club Member ‘Ashley’s’ birthday party that was uploaded by Mr. Wayne Ingraham in January 2020.
*As pictured below, the party was held outside a door that read ‘Empire’ and appeared to depict the demon, Baphomet as decor. The goat headed figure is typically worshiped by Satanists.
As The Press Democrat shared in May 2022, ‘A local social and philanthropic club, one of several defendants named in a lawsuit filed by seven women who say they were sexually assaulted by former Windsor Mayor Dominic Foppoli, is denying allegations that it helped facilitate or is liable for Foppoli’s alleged misconduct.’
‘In a response to the April 4 lawsuit, which it filed with the Sonoma County Superior Court on Friday, the Santa Rosa chapter of Active 20-30 rejected “each and every, all and singular, generally and specifically, all of the allegations.”
Foppoli, who was served the lawsuit on May 15 at his parents’ Windsor home, also denies the allegations made by the plaintiffs.
Reached Monday via text, he called their suit a “baseless attempt for an easy payday” and maintained his innocence.
“I look forward to being fully vindicated. These women and their attorney owe my family, Active 20-30, and my town an apology for continuing to try and drag out these false claims,” he said.
In their 30-page complaint, Foppoli’s accusers, who are represented by Santa Rosa lawyer Traci Carrillo, contend he used his “power, connections and alcohol to prey upon dozens of women in Sonoma County.”
First made public in April 2021 and recounted in the suit, the alleged incidents took place as recently as February 2020 and date as far back as 2001. In each, Foppoli is accused of some form of sexual misconduct, including groping or rape.
The lawsuit also accuses Santa Rosa Active 20-30, a local affiliate of an international service organization dedicated to youth charity and volunteering, alongside Christopher Creek Winery, which is owned by Foppoli and his brother, of profiting from Foppoli “luring plaintiffs to events held at or on behalf of” the two groups.
Active 20-30 and Christopher Creek Winery enabled Foppoli, the lawsuit contends, because he “acted as an agent” of the two entities, which hosted the events during which the alleged abuse occurred.
A November 2021 investigation by the San Francisco Chronicle found local Active 20-30 leadership was aware of sexual misconduct allegations against Foppoli, but ignored or made light of the complaints. The club subsequently expelled Foppoli.”
The current Sonoma County Office of Education Trustee (past president), Founder of Hernandez Consulting & Executive Director of Los Cien Herman G. Hernandez was selected as the New Member of the Year at the Active 20-30 89th Annual Gala. In addition to his involvement with 20-30, Mr. Hernandez is a proud Russian River Rotarian and former Campaign Consultant for Sonoma County Supervisor Lynda Hopkins, as well as Senate President Pro Tempore Senator Mike McGuire.

Mr. Herman G. Hernandez is currently under investigation with the Fair Political Practices Commission (FPPC) due to several concerning omissions from his statements of economic interest. To this date, it is unclear as to what Los Cien actually does for the community being that they appear to bring in hundreds of thousands of dollars annually with little to no community investment.
Herman’s father, Mr. Herman J. Hernandez is no stranger to the local Rotary Club. As referenced in The Press Democrat in March 2019, he was invited to join the Russian River Rotary Club at just 23-years-old, becoming its first Latino member and beginning a long relationship with the service club.
As of April 2021, Fox News shared the following: ‘The Town of Windsor admitted that it was aware of a letter in 2020 that accused Mayor Dominic Foppoli of rape.
In a news release, officials said the Town Manager received an email from a community member regarding an accusation of rape against Foppoli, 38. The email was "promptly" forward to the Town Council and the Town Clerk.’
"The Town Manager also inquired with the Mayor about the accusations and the Mayor denied they were true," according to a statement from Windsor town officials.
“The email was eventually presented to the Windsor police chief for review, along with another email from 2017 that accused Foppoli of inappropriate behavior. The allegations in the 2017 email were uncovered by the San Francisco Chronicle and published in its explosive multi-year investigation into misconduct by Foppoli.
"Based on the facts known at the time the 2020 email was received, the Police Department determined the incident did not rise to a level of a crime to open an investigation. Both emails and all related information were also shared with the Sheriff's Office Domestic Violence Sexual Assault Sergeant, who came to the same conclusion as the Police Chief," Windsor officials said.”
Per the minutes archived by the Town of Windsor, former Mayor Bruce Okrepkie served alongside Foppoli on the Windsor Council through the fall of 2020.
As cited from a 2013 Press Democrat article, “Bruce Okrepkie has risen to become the new mayor of Windsor, despite never having been elected to office.”
That's because he was appointed to the City Council when the 2012 election was canceled because of a lack of candidates.
As the Foppoli allegations surfaced in 2020 to the Windsor Town Council, Councilmember Bruce Okrepkie failed to mention this his son, Mr. Jeff Okrepkie, current Santa Rosa Councilman, was heavily involved with the Active 20-30 Club Santa Rosa #50.
In June 2018, Mr. Jeff Okrepkie was installed as the National President for the Active 20-30 U.S. & Canada. He made a speech in which he indicated that he owes his life to the Club following the loss of his home due to local wildfires.
These videos of local 20-30 ceremonies were uploaded by Mr. Wayne Ingraham. Per an Active 20-30 Club blog post from February 2020, Mr. Ingraham & Mr. Okrepkie were responsible for tracking the Club’s historical archives.
Mr. Jeff Okrepkie’s LinkedIn indicates that he resigned from the 20-30 Club as President in July 2020, at the same time the allegations regarding Mr. Dominic Foppoli came forward.
Per the LinkedIn profile, Mr. Okrepkie was responsible for managing the Club’s dealings with ‘children’. The Club’s mission claims: ‘Providing young adults an opportunity for personal growth, friendships, and leadership development while improving the quality of life for the underserved children in our communities’.
“Over the years, the club has helped support many youth causes and programs. Among them are the Boy Scouts, the Santa Rosa Boys and Girls Clubs, Social Advocates for Youth (SAY), The Battered Women's Shelter, Kids' Street Theater, River Community Services, Valley of the Moon Children's Home, Junior Olympics, The Volunteer Center of Sonoma County, Challenger Little League, "R" House, Junior Achievement, Central Santa Rosa Youth Soccer, Friday Night Live, Tomorrow's Leaders Today, Children's Village and The Ronald McDonald House. Many of these programs offer direct support for at-risk children. The Club is especially proud of its involvement in making a difference in the lives of the children in our community.”
Oddly, the Club to chose to donate to several youth organizations which were involved with covering up sexual abuse allegations of minors. The Santa Rosa Boys and Girls Clubs fall under the umbrella of Boys & Girls Clubs of Sonoma-Marin.
Per the Sonoma-Index Tribune, as of May 2023, new lawsuits surrounding former Athletic Director Paul ‘Dwayne’ Kilgore allege Sonoma Boys & Girls Club covered up former athletic director’s child sex assault for years.
“A case filed Aug. 2, 2022, calls for a $20 million settlement for each of its two plaintiffs, plus attorney’s fees. “John Doe 5” and John Doe 6“ were identified as brothers, one of whom is still a minor. They are being represented by the Law Offices of Bonner and Bonner in Sausalito.
The August lawsuit seeks damages related to 11 complaints dating back to 2006, including negligence, gender violence, sex slavery and torture. It includes allegations against 100 former club employees, at both the Sonoma Valley and Petaluma Boys & Girls Club, the latter of which closed in 2017 and re-opened under the Boys & Girls Club of Sonoma-Marin, which is also named in the suit.”
Despite the circumstances, Chief Executive Officer Jennifer Weiss, Boys & Girls Club of Sonoma-Marin has denied that her clubs had any involvement in this case.
The Sonoma Valley Boys & Girls Club is the other defendant referenced in the Kilgore Case. The Club has spent exuberant monies on legal fees in an effort to silence the victims and their families.
Executive Director Cary Snowden attempted to force the former Human Resources Director of the Club to sign an illegal NDA. She claimed that any information regarding Kilgore was ‘propietary’. Oddly, ‘propietary’ information typically refers to ingredients such as a secret sauce. This NDA could potentially violate California law regarding the rights of protected whistleblowers. The former Director of HR chose not to sign the separation and agreement, and has been actively pursuing justice against the Club over the past several years through the Sonoma courts.
Should parents feel comfortable with the 20-30 Club members partnering with youth organizations? Are these ‘role models’ a good influence for our children as they enable binge drinking and sexual assault?
Is a ‘secret society’ governing Sonoma County? If that is not the case, how come entitled brats are repeatedly moving up the political ladder with virtually no qualifications? It’s not about what you know, it’s about who you know…
