Actress & Potential Con Artist Chairing Sonoma County Human Rights Commission Amidst Investigation
Katrina Phillips' Human Rights Commission is under investigation for giving grants to themselves, but financial malfeasance appears to be a pattern
Per the Sonoma County Human Rights Commission website: Chair Katrina Phillips graduated from DePaul University and is an accomplished Poet and Actress. She worked for several years as a Counselor for At Risk Youth at the Los Angeles LGBTQ Center. She moved to Santa Rosa in 2011, and has been active with Sonoma & Napa Pet Rescue and Reunification since the 2017 Tubbs Fire until present.
Under Ms. Phillips’ leadership, Commissioner Isabel Lopez was permitted to develop an Ad-Hoc Committee to create a budget for her own grants.
On October 2, 2024, County of Sonoma Human Resources Administrative Aide Meira Bowcut sent the following email to the Human Rights present and past commissioners:
Sonoma County Human Rights Commission Under Investigation By Fair Political Practices Commission for Questionable Use of Taxpayer Monies
On September 13, 2023, I reported Sonoma County Human Rights Commissioner Isabel Lopez to the Fair Political Practices Commission for giving herself a $2,500 grant to lead a 40-mile just immigration reform march to San Francisco.
Two days ago, I sent the following email to Chair Phillips, but did not receive a response.
Good Morning Ms. Phillips,
I am working on an article which references Cornerstone, TKD, LLC. I am looking for commentary regarding the involvement of you and your partner. Additionally, I am seeking commentary regarding the ongoing investigation of the Sonoma County Human Rights Commission with the FPPC.

Prior to moving to Sonoma County, it appeared that Ms. Phillips and her partner Tamara M. Davis resided in Los, Angeles, CA. The partners appeared to operate a business by the name of The Cornerstone TKD, LLC which remains in permanently revoked status.
The company allegedly defrauded investors of $9M.
The final judgement required defendant Tamara Davis to pay a civil penalty of only $6,500.
Cornerstone TKD was required to pay a civil penalty of $60k.
In June of 2023, partners Katrina Phillips and Tamara Davis sought domestic violence restraining orders against each other, but I am not sure what exactly transpired.
As an actress, Ms. Tamara Davis appears to use the stage name Tamara Davies.
Per IMBD, Tamara Davies earned her degree in theater and voice from the University of North Carolina in Chapel Hill, then moved to Los Angeles in 1998 to pursue work in television and film.
I personally connected with Ms. Davis in February 2022. She and her partner claimed to be seeking monetary compensation for Sonoma County employees who did not wish to comply with mandatory COVID-19 masking and vaccination policies.
While I cannot confirm the validity of these statements, County employees claimed that they gave Ms. Davis an initial deposit, several thousand dollars, to access a ‘Strawman Account’. Employees were angry that they felt robbed, and never received access to the aforementioned account.
The belief in the strawman articulates with the redemption movement's fraudulent debt and tax payment schemes, which imply that money from the secret account (known in some variations of the theory as a "Cestui Que Vie Trust" can be used to pay one's taxes, debts and other liabilities by simply writing phrases like "Accepted for Value" or "Taken for Value" on the bills or collection letters, or that the strawman's funds are accessible through the use of certain forms and securities.
Ms. Davis was eager to meet with County employees and I by Zoom to discuss her plan. My ex-fiancé did not care for her, and did not wish for me to associate with her in any way. Therefore, I ceased communications.
She claimed that she and her partner were planning on indicting the Sonoma County Board of Supervisors, Dr. Anthony Fauci, and former Health Officer Sundari Mase. I brought this information to the attention of the Board of Supervisors and as always, they refused to respond.
Ms. Phillips is now employed as the Tribal Wraparound Care / Housing Navigator for Drycreek Rancheria. I did not feel comfortable with her serving our local Native Americans, and therefore expressed my concerns to Drycreek. They ignored my concerns, and employed her regardless.
It appears that the County of Sonoma and I have differing views regarding human rights. I would not appoint a Chairwoman with Ms. Phillips’ history, but perhaps they support malfeasance?

Katrina Phillips refused to respond to my complaint that I submitted to their office regarding being tortured and nearly murdered, right under a camera, and in front of 6 non-participant witnesses, for no reason -- this was confirmed by consensus by the witnesses, and the County openly contending in writing that they had lied about the camera's ability to record for 4 years straight, and had destroyed and concealed various crucial evidence over the course of 5 years.
